What's In a Name?

Congress’ General Accounting Office changed its name to the General AccountABILITY Office. Huh? Numbers don’t count any more?

CORRECTION: I goofed! It’s GOVERNMENT AccountABILITY Office. Scary…

I saw the Post article on this, which mentions the economic reasons for the change. I'm wondering if the 1986 whistleblower laws would still apply to GAO employees? Might that be a motive as well?
