An Odd Omission

Am I the only one who found it odd that in a long article devoted to the rise of Asian-Americans in politics, In One Suburb, Local Politics With Asian Roots, the New York Times’s Patricia Leigh Brown never uses either of the words “Republican” or “Democratic”?

It sounds like the city council may be non-partisan. They have a revolving mayor, so it may be a council/manager system. Places where I have lived that have used the council/manager system have been non-partisan. You know the old saying, "there is no Republican or Democratic way to pick up the trash."

But since the article is talking about national trends, wouldn't something about party allegiances be relevant, if only the national figures?
